  引 言

  随着社会经济的发展,秘书已经发展成为一种独特的职业。对这社会经济的发展起着越来越重要的作用。到今天,秘书已成为整个社会不可缺少的一部分。无论是在各企事业单位,还是个党政机关,秘书已成为整个社会不可取少的力量。正在为社会经济的发展做着巨大的贡献。随着时代的进步,人类已进入科学技术高度发达的21世纪。作为当代秘书,他不但应具备历史秘书的写作能力,更应具备现代秘书的公关能力,同时还应当具有灵活运用各种办公软件及驾驶汽车的能力,远远不止是人们所谓的“能说会道”“能吃能喝”或者“能提笔杆子”的秘书或者只是一个摆在办公室里的美丽的花瓶了。

  浅谈当代秘书办事能力

  一、秘书简介

  所谓‘秘书’,从字面意义上可以理解为密切跟随领导,为领导服务文书工作的一位办公人员。

  1.1秘书的起源

  在我国,"秘书"一词最早出现于汉代:指带有神秘色彩的图书。因图书不予公开,故称为"秘书"。东汉后期:"秘书"不仅指物,也指机构和人员。古代的秘书工作者,被称为"史官"、"御史大夫"、"尚书"、"长史"、"主簿"等。至清末,我国的秘书工作真正名实相符。辛亥革命后,秘书的含义发生了质的变化。秘书一词已完全摆脱了"图书"的含义,从原先指物转变为特指从事秘书工作的人或职位。其二,对秘书人员所有的旧式称谓全部退出了历史舞台,对各级政府部门中从事秘书工作的人员或相关职位均以"秘书"相称。

  一个优秀的秘书要有睿智的头脑,敏锐的洞察力,会协调所有员工的关系,要重视自己的存在,要体现自己的价值。

  秘书在公司起着上传下达的作用。现代社会的发展,越来越需要高素质的秘书人才,所以我们要在提高自身素质的同时要有自己的想法和思路,不断接受新知识,培养自己的工作和社交能力,按照公司的规章制度办事,合理安排工作,提高工作效率。

  秘书这个职位很重要,我们公司的秘书就做得很好,真正的做好了领导的左右臂。秘书代表的是自己的上司,起着上传下达的作用,代表的是老板的形象,出差在外是代表着公司的形象。

  二、秘书应具备哪些办事能力

  秘书的办事能力是指一个人对接受的任何一项任务的完成情况和临机处理的能力,由多种能力综合而成,反映出一个秘书的综合素质,这些综合素质包括:专业能力、语言能力、交际能力、应变能力、较强的文字工作能力、办公自动化所需的技术能力、理解和领会能力、分析和驾驭能力、沟通和协调能力、驾驶能力等。

  2.1专业能力

  熟悉工作,掌握工作规律,熟悉工作方法,了解对象,了解自己,才能工作自如。秘书主要应当熟悉会务、文书、查办、信访、接待礼仪、收集信息等专业知识。

  秘书的工作职能涉及项目管理、计算机软件应用、组织会议和出差、外部网和内部网的通信、文件信息整理、办公室管理等方面。这种变化使得市场对秘书人才职业技能的需要也开始发生转变。由此专业能力也是必不可少的。

  要想做一名名符其实的秘书,还应当具有熟练掌握并运用现代办公自动化的能力。在现实社会中,随着社会不断地向前发展,科学技术的快速进步,不会电脑,不懂得现代办公软件的运用也还是不行的。身为一名现代秘书,不仅要学会电脑打字,还应当熟练地掌握EXCEL等现代办公软件的运用。这样才能更快速、更准确的进行现代办公,才能真正体验“时间就是金钱”“速度就是效益创造效益”的现代办公理念。

  2.2语言能力

  说话能力与办事的成功率有直接的关系。上传下达、接待来客、来访、洽谈工作等等,都离不开说话,会说话是办事成功的一个基本条件,也是处理好各种关系的一个基本条件。

  会说话的标准大致是口齿清楚、礼貌温和、达意准确、明快条理、繁简得当、态度诚恳。同时还要有点说话的艺术:感染力、说服力、风度、礼貌、机警、幽默等等。要明确认识到语言能力是办事成败的一个重要因素,通过说话可以把各种事情办得利利落落。

  语言不仅仅只是指口述,它还包括肢体语言,很多人都知道身体语言在沟通中的作用。但是,在使用身体语言的时候,要注意身体语言使用的情境是否合适,是否与自己的角色相一致。少做无意义的动作,以免分散对方的注意力,影响沟通效果

  交际能力,处理人际关系是一门学问。“世事洞明皆学问,人情练达即文章”。一个秘书如果很善于交际,见面就熟,使人很容易接近,也容易被人信赖,那么,办事的成功率就比较高。秘书的交际能力,多半是体现在工作协调中。尤其要注意处理好与领导的关系。秘书要处理好与领导的关系,关键是出色地做好领导服务的工作,起到真正的辅助作用。

  由于办公自动化进程的加快,现代通讯技术的发展,特别是互联网越来越渗透到我们日常工作和生活,对秘书工作的影响也在加剧,现代秘书工作正在发生一场悄悄的但又深刻的革命,传统的秘书工作如存档,起草文件等,在秘书日常工作中所占的比重也越来越大。秘书处理人际关系的能力决定了秘书收集信息的质量和数量。

  交际能力是处理好人际关系的重要因素。秘书要在不违纪和不泄密的前提下努力搞好同上下左右各方面的人际关系,的确有一定的难度,但是必须明确,善于交际,使人容易接近,容易被人信赖,办事成功率就高,速度就快,反之则不然。交际能力也反映出一个人的思想性格修养,大多为人称道的秘书人际关系都是很好的。

  2.4应变能力

  秘书面临的各种事务常常瞬息万变,不断发展。有些办事的计划、预案和想象,常常会与现实不大相符,把预定方案完全打乱。这就需要秘书临机不乱,沉着镇定,原则不变,迅速抉择,灵活处置,达到预期目的。

  2.5较强的文字工作能力 (收集信息能力)

  能写会道是很多职业都应具有的基本素质,对于秘书而言,则要求更高。秘书要能说,善于表达自己的思维和见解,并让领导能接受。日常工作中办公室秘书一方面要接受领导的指示,另一方面也要同具体的工作对象打交道。要达到预期的目的,就必须准确、快速地领会领导交代的意图。同时也要准确无误地听懂、摸清办事对象的想法。

  秘书人员文字表达能力的形成和提高,有赖于长期的、反复的、刻苦的写作实践。公文写作应达到的境界是:“信、达、雅”,准确、简明、流畅、有韵味。文字工作能力的要求是:有较丰厚的文化知识、较高的政治理论水平,能尽快地熟悉党和国家的政策,熟悉法规,头脑清楚,思路敏捷,有较强的认识、分辨能力和逻辑思维能力,加上丰富的词汇、流畅的文笔等等。秘书不仅要经常动手用文字向领导反映一些重要的情况和重要的意见,而且要经常代领导审阅一些汇报材料、报告等等,必要时还要把好文字关和起草文稿。

  文字功底是离不开知识积累,因此我们也需要具备信息收集能力。作为秘书应该有高度的理解能力与敏锐的洞察能力和广泛的信息收集能力和优秀的写作能力。秘书的一项主要工作就是为自己调查和收集有用而又全面的决策信息,并且及时地向自己报告。秘书收集到信息后要把它们写成专题报告,另外还经常要起草一些公司内外的商业文书,必要时代替上司起草讲话稿等

  开始进公司的时候由于要打一些相关公文和通知,对于刚出大学的我来说不是那么的简单,但是我的专业就是文秘。重视的就是文字知识,所以在工作上经过长期的磨练,现在应付起来也就很顺力多了。

  2.6办公自动化使用的技术能力

  随着办公设备现代化的发展,对掌握技术的要求已不仅限于专职人员。如操作计算机录入、输出和编辑文件,应是每个秘书都应掌握的技术。掌握一定的技术手段,对于提高工作效率、加快思维节奏,以适应工作需要有着明显的积极作用。

  2.7理解和领会能力

  理解和领会能力,就是要听得快,听得清,记得牢。为此,要有集中的注意力,灵敏的反应力,深刻的理解力,牢固的记忆力,机智的组合力和精湛的品评力。要想做到这几点,首先我们要做到:

  一是了解上司的工作内容。了解公司目前有哪些计划、上司要出席哪些会议、上司所负责部门的运营和管理等情况;作为秘书还应了解企业的组织结构,清楚知道谁、在哪、负责什么样的业务等,这样,就能在工作中根据自己的实际情况,迅速地采取对应的行动,很好地完成文件、电报、电话等交流,高效率地辅助上司的工作。

  二是了解上司的工作习惯、个人性格、价值观等方面的东西。了解上司的个人情况,就可以有针对性、主动地开展一些工作,弥补上司在能力上的一些不足,成为名付其实的助手。

  三是了解上司的交往的范围和一些家庭私事。只有熟悉上司的交往范围和家庭私事,才能对各种突然出现的情况进行妥善的处理。

  2.8分析和驾驭能力

  条理和驾驭能力,善于把繁杂的机关事务处理得井井有条。秘书常常面对千头万绪、繁杂紧迫的情况,需要把事务迅速归纳、梳理出头绪,分清轻重缓急、难易远近,驾轻就熟地把事情分别办理得清楚顺当,有条不紊。这就需要具备条理和驾驭事务的能力。

  作为秘书需要有准确的判断能力,对自己上司的工作及整个公司的情况有全面而又深刻的了解。作为秘书不能擅作主张甚至超越自己的权限。但是,作为秘书,应该对自己下一步的工作有个基本的把握,对自己应该做的和能够做的工作有个准确的判断。为了节省上司的时间,作为秘书应预先知道上司会把什么工作交办给自己,从而提前做好准备。

  2.8.1能分析问题

  尽管事情很急,但作为秘书人员仍然需要冷静。首先应该分析可以采取哪些补救措施;在处理好这些问题之后,就要充分估计各种后果;如果有消极后果,就要采取新的措施以把这种后果减轻到最小程度;另外,由于上司活动日程的变更,要及时与有关方面(比如司机)联系,以保持各部门工作的协调。

  当然,秘书应当采取的补救措施不止这些,但是,这些措施要求秘书一气呵成,在两三分钟内完成,因为总共剩下的时间不会很多。于雪在分析各种问题时,实际上就已经把公司的利益摆在了首位。

  当问题出现在你面前之后,你要能分析出问题的本质,它到底是一个什么性质的问题。要能做到这一点,就要求秘书经常保持一种“问题意识”;只有这样,你就不管遇到什么问题都会不慌不忙,从容面对。

  2.8.2具备解决问题的常识和经验

  把问题分析清楚了,还要有具备解决问题的常识和经验。在问题面前,应先想好孰先孰后,哪些措施应该优先,判断的唯一标准是怎么对上司有利就怎么做。

  遇到问题了,就要想出解决问题的办法,因此,秘书必须具备丰富的常识和经验。只有这样,不管遇到什么问题,你都能找到灵活的解决办法。

  2.8.3能迅速采取行动

  想好了办法就立即付诸实施。在这种时候,秘书一定要镇静,如果你心里一着急,话就不一定说得明白;对方在电话里半天还没听清你说的是怎么回事,那么,他可能也会跟着你着急。这样,不仅浪费时间,而且会把关系弄僵,乱上加错。

  无论你把问题看得怎样透彻,也无论你想出了什么高明的解决办法,如果你不迅速采取行动把问题解决,那问题仍然还是问题。对于上司来说他看重的是结果,所以,秘书的实际行动是最重要的。

  2.9内部沟通、协调能力

  作为高级秘书,掌握好处事哲学,处理好公司内部的人际关系是一门必修的功课。高级秘书一定要重视并有效地做好内部的协谓和沟通工作。高级秘书的内部协调与沟通工作,主要是正确处理与领导、与同事、与下属的关系,建立良好的人际关系。做好内部协调与沟通工作,还要当好上下沟通的桥梁。在这种人际沟通活动中,首先要全面、准确把握领导的意图,适时、适当地传输给员工;还要全面而准确地把握员工提供的情况、要求、意见,并及时、明晰地反馈给领导或有关部门。

  秘书在为上司的决策而收集信息时,需要各个部门提供帮助,秘书与这些部门人员关系的好坏,直接或间接地影响着秘书收集到的信息的质量和数量。如果没有良好的人际关系,就很难得到真正有价值的信息,工作就很难展开。所以,秘书必须与各方面建立起相互信赖的融洽关系。由于各种原因,职场中的人际关系实际上是非常复杂的,所以,善于处理各种人际关系是一个秘书经验丰富的重要标志。

  如何搞好内部协调、沟通工作:

  2.9.1关键在于诚实

  对于一个公司来说,它投资的工厂、销售部、市场部、研发部就是它的战斗部队,而秘书部门就相当于部队的参谋部,秘书就相当于参谋。对于秘书来说,经常会有人来找帮忙办事,同样本身的工作也需要各部门的配合,而且让人家配合的工作还很多。要做好秘书工作,不仅要得到上司的信赖,还要得到各部门的信赖,而且是长期的信赖。所以,秘书必须知道自己的位置,为人诚实。

  秘书对上司要诚实,对同事也要诚实;对本公司的人要诚实,对外单位的人也要诚实。秘书接电话常常会出现些差错,如果对方是公司内部的人,稍微说明一下就可以了;如果对方是外面的客户,你又缺乏诚意,那么,对方就很容易对你产生误解,事后去解释就相当困难了。

  有一次,老板来了几个客户,要秘书叫上几个女同时也一起去吃饭,没有办法我也中奖了,不去呢秘书肯定认为就我不给她面子,在饭桌上我真正的体会到了什么叫压抑,但还不能表现出来,还要尽量表现出活跃给足老板面子。

  2.9.2千万不能“狐假虎威”

  秘书经常要与上司负责的业务部门打交道,所以要特别注意的是,上司负责的业务不是自己负责的业务,上司的部下不是自己的部下。秘书自己并没有什么权力,仅仅是执行上司的指令。因此,秘书在跟各部门打交道时,千万不能用上司的口吻说话。秘书在各种情况下,既要郑重,又要随机应变。

  由于秘书经常代理上司行使职权,一些秘书常常会产生一种错觉,以为自己和上司一样拥有实权这是非常可怕的。秘书部门是个综合协调部门,在协调一般的部门关系和矛盾时,应该尽量采取疏导说明、商量互让的“软”手段解决问题。秘书与企业领导人的关系比较密切,容易使公司里的一些人对秘书产生敬畏心理,因此,秘书对于上司的部下、不直接负责的部门等其他人,都要待之以礼,这点秘书必须注意。就拿我的职位人事来说,人际关系很重要,不管是上级还是下级,一定要仔细对待,尊重别人就是尊重自己。

  2.9.3有矛盾正常

  许多人也不一定了解秘书部门的工作,他们以为各种报告批不批,公司领导想见谁不想见谁,都是秘书部门说了算,一些人见不到领导或自己的申请报告得不到批复,都认为是秘书从中作梗,所以,他们老朝秘书部门发火。当然,也有人知道这并不是秘书部门的责任,但是他们又不好直接朝公司领导发火,所以只好把秘书部门当作出气筒。

  由于看问题的角度不同,秘书部门与部门发生一些矛盾,造成一些误会是正常的。秘书不能“狐假虎威”,并不是说在发生矛盾时就一味地不讲原则,一味的容忍。

  秘书只是公司的一名普通职员,但是,在一些人的眼里,秘书总是在“一人之下,万人之上”,所以,当你每做一件事的时候,应三思而后行。由于秘书是领导的助手,在一些人的眼里,不管秘书做什么,她都是替领导在办事,有人甚至还以为是领导有意让你这么做的,所以,秘书一定要注意自己的言行,千万不能跟别人斗气。

  2.9.4什么情况下打“小报告”

  在一个公司内部,人事关系是最为复杂又最为敏感的关系。如果出现了是非漩涡,作为秘书,除非与自己有关,最好离这种漩涡越远越好。在一般情况下,秘书是不应卷入公司内部的各种是非漩涡,但是有关系到公司未来一些重大决策的时候,秘书应该毫无保留地把自己收集到的信息提供给上司。如果说这是打“小报告”时,作为秘书,该打“小报告”的时候,就必须打“小报告”;不能因为害怕得罪人,影响自己的关系而明哲保身,否则,就是渎职!公司的利益永远高于个人的利益!这是作为职业秘书,必须遵守的最起码准则。

  2.9.5互相支持

  因为在上司身边工作,各部门求秘书办事的人比较多,所以有些秘书容易养成敷衍人家的习惯。敷衍人家的确很轻松,既不必费心,无须付出代价,也不会有什么损害。

  做秘书的确不能事事较真,但一定要真诚,处理各种人际关系,必须从长计议,而这种长,不是一年或两年,而是十年二十年。与人方便,与己方便。作为秘书,经常会要帮领导处理一些这样的突发事件。秘书的个人的关系从哪里来?只有靠你自己平时的积累。其实,在很多时候,当你需要别人帮助的时候,也正是别人需要你帮助的时候。很多时候,你给予他人帮助,并不需要有多大的付出,有时仅仅是举手之劳,甚至是顺水人情。可以说,你每帮助别人一次,你就有可能建立起一种关系,或一种新的网络。这种新的关系或网络,就有可能给你带来新的机会。热情助人,广结善缘,诚实,守信,正直,既是每一个秘书的为人之本,也是工作之本。如果确实有人不仅不配合工作,有时还故意刁难自己的工作,就应该如实向上司反映,看能否对他的工作进行适当的调整。

  在科学技术高度发达的现代社会里,精通了秘书学的相关原理与理论知识文化,又增加了一门电脑操作技术,且学会了驾驶汽车,这不失为一名真正合格的现代秘书,知识的渊博、技术的熟练、技能的提高,随着时代的进步不断的为自己充电,努力做一名不被时代抛弃的现代秘书,就算在人才济济的当今社会,他也仍然是时代的宠儿,不会被社会遗弃。

  三、秘书办事能力离不开自身素质

  秘书是当代领导者、主事者身边综合办理日常事务,即办文办事办会、沟通信息、协调事务、完成交办任务、提供跟踪服务的参谋助手。负有参政设谋,协调综合,督促检查,拾遗补缺等重大责任。秘书人员是否具有较高的职业素质,直接关系到工作质量与效率的高低,关系党和国家方针政策的正确贯彻及各项事业的兴衰成败。要想提高秘书人员的职业素质,就必须加强对秘书人员的道德素质、业务素质和心理素质的培养。

  3.1职业道德素质

  秘书人员要搞好本职工作,一定有具有高尚的职业道德。所谓职业道德,是指担负不同社会责任和服务的人员应当遵循的道德准则。它通过人们的信念、习惯和社会舆论而起作用,成为人们评判是非、辨别好坏的标准和尺度。一个秘书人员,如果不能把“德”放在首位,即使有“满腹经纶”、“张良之才”,也不能算是一个合格的秘书。提高秘书人员自身的职业道德素质,应该注意以下几点:

  3.1.1踏踏实实,做好本职工作

  做秘书,最根本的一条就是实事求是、尽心尽责的工作。秘书不为名,不为利,任劳任怨,甘当无名英雄。经常拟稿,但自己不署名,也不拿稿费;经常组织会议,但自己从不上主席台;经常熬夜,但白天还得正常工作;节假日他人可以逛公园、溜马路、与家人共享天伦之乐,但自己还得值班,不能休息;其他人员受了委屈还可以说几句,而秘书必须以绝对服从为天职,等等。秘书人员责任重大,要求秘书人员在工作中要诚实,不能弄虚作假,不能越权或滥用职权。

  3.1.2辅助领导,当好参谋

  有人提过这样的问题:当秘书,按领导意图办事与当参谋有时会产生矛盾,若是领导人的意见是错的,他又不采纳我的意见,怎么办?这里要注意以下三点:首先不要指望领导人采纳秘书人员的一切建议;其次不要以为自己的意见就是对的;最后要明确认识,领导人是决策者,秘书无权强要领导者采纳自己的意见。邓小平同志说过:“我们的组织原则中有一条,就是下级服从上级,”“对于上级的决定、指示,下级必须执行”。不自以为是是秘书人员职业品德的一个重要因素。

  3.1.3为人正直,人格高尚

  秘书在领导人身边工作,随时随地需要向领导人汇报情况,提供对事物的看法。这种工作条件要求秘书必须公正、客观、超脱。涉及人事,决不可借工作之便假公济私说别人的坏话,这是一条美德,也是一条纪律。

  3.1.4谦虚谨慎,平易近人

  秘书的工作性质决定秘书人员应服从领导和上司,关心体贴下属。如果秘书人员自恃有才干而不服从领导或因为自己有地位而不尊重下属,那他就缺乏了最起码的职业品德修养。最终将是三国时祢衡的例子。此人很有才能,很会写文章,但是性格怪异。在曹操那嫌礼遇不厚而大骂曹操;转到刘表那里,又多次冒犯刘表;再到江夏太守黄祖处当秘书,黄重用他,很佩服他的文采,但终究在下棋时又把黄祖骂了,导致不可收拾的后果。

  3.1.5实事求是,恪尽职守

  秘书人员工作态度和工作质量的好坏,在一定程度上直接影响着一个单位的作风建设。只有树立较强的责任意识,秘书人员才能随时随地注意维护单位的形象和声誉,才能做到工作认真、态度端正、处事果断,在任何人面前、在处理任何事上,都表现出良好的思想文化和职业道德素养,才能真正提高秘书工作的质量和水平。如果秘书人员在工作中不负责任,办事拖拉,得过且过,势必会给工作带来损失,给单位带来影响,同时也是缺乏道德素养的具体体现。

  3.2业务素质

  秘书人员的业务素养集中体现在工作能力和工作方法上,一个秘书人员只有在平时工作中勤于学习、勤于钻研、勤于调查、善于总结,才能不断提高自己的政治水平和文化水平。政治水平指的是马克思、列宁主义理论修养,认识问题的能力,对现行政策的理解和掌握。文化水平指的是基础知识、文字能力等等。这是秘书业务素养的土壤和肥料,也是业务素养的构成部分。那么,秘书人员的业务素养在工作中是如何加强的呢?

  (一)终生学习---厚功底
